Who: Open to Everyone, but only Newly Accepted Characters can start threads.
Where: All around the city! They appear where you want them to appear.
Summary: Newcomers arrive and by now the Government is more ready and sends everyone out to go people hunting.
Warnings: ARRIVALS. Also assume the first thread is the ones who tell you about the city, and the other tags for the character can be talking with others in the city and learning more about it.
[FOR THOSE IN THE CITY:]
There was still so much cleanup to do. What a perfect time for your HORUS detection systems to start warning you that another group of people were forthcoming.
The device allowed everyone to spot abnormalities; and while it was being re-tuned to work with the appearing buildings, they could hone in on newcomers at a much faster pace. The leftover energy from the travel (commonly called Magatama Residue) gave them a few minutes to find them before it would flicker out.
Combined with the fact they could appear in most parts of the city, it made finding the newcomers was both easy yet frustratingly difficult.
As the blips appear on your own radar function, it was also nice enough to calculate for you the best transport and destination routes to take to get there. Speed was of the essence, after all.
[FOR THOSE WHO JUST ARRIVED:]
You're not in your homeworld anymore. That much is evident. So how do you feel? Happy? Sad? Troubled? A little of all three? No matter what, the memories of a butterfly man named Philemon are fading like a dream; you'll remember the details, but perhaps not everything he has said.
There is one word that stays with you, however.
Persona.
So...here to save the city, huh? First you'll need to find out more information. And who knows, maybe a familiar face or two...

Ugh... I just got through saving something, even if it was only the lower quarter! Now I'm somewhere else entirely, and I have to save this place? That creepy guy said something about 'Persona', but...

*Perhaps confusingly, this person is pretty obviously not human. Maybe some sort of drow-angel-raven-thing? At least they didn't look hostile -- not with that smile and relaxed demeanor, anyway. They reach into their sash, and pull out what looks like a watch meant to be worn on their wrist, checking something on it... then pause to look up, spotting her... look back to the watch, and then back up at her again. A female figure constructed of metal is laid out neatly over a bench somewhere in the Cancer Ward, and slowly returning to consciousness. Her body twitches and jerks almost naturally, and her eyes part only to close as a drop of rain falls down towards her face.

[ There is a scientist roaming around, wearing weird and futuristic clothes with a dog following him. He starts in the Leo district but walks all around the city (or at least tries) in the hope to see familiar things. Before long he takes some sort of audio recording device and speaks into it. ]
Doctor Emmett Brown here, date and hour unknown but such concepts may very well be meaningless here! It appears I have successfully found a way to escape from the Tower of Animus, proving everything the administrators said to be a lie and confirming all of my theories! However I still appear to be wearing the orange-colored collar, I suspect-- Einie, Einie don't go too far!
[ He sighs as the dog goes a bit further to explore but quickly returns to his musing. ]
Hrm yes, as I suspect the collar may be necessary to my survival in this world too. Judging by the look it appears to be similar to late 20th century, early 21st century Earth. I will have to ask Marty-

I believe I may be faced with a temporal conundrum, this is absolutely disastrous! Marty and I originated from the same space-time continuum. Should we keep existing in different universes far from our homeworld, I foresee many possibilities. One, the consequences could create a Time Paradox, the results of which could cause a chain reaction that would unravel very fabric of the space-time continuum here, in my homeworld and at the Tower. It would destroy these entire universes, in turn destroying the homeworlds of each residents in what may be the most terrific chain reaction in history that would spell the very end of the Omniverse itself!!
Obviously that's a worse case scenario, I find it much more likely the destruction would be localized and limited to our own Multiverse! It appears obvious to me I must go back to the tower or find a way to free those who are there. However one mystery remain, the word 'Persona' that seems to be stuck in my head is strangely familiar as if I had hear it before, but I could not say where!

The former God General stopped at a street corner, pausing to turn a sharp gaze to the area around him. He may have been in several layers because of his uniform, but that didn't mean he still wasn't cold, and he needed to find some kind of shelter sooner rather than later.

So far some things are familiar yet... not. It looks like Japan, but there's more of a slickness to it, things being more shiny than the rustic appeal that he knows. Structures are made out of stuff he doesn't know and the streets aren't stone or dirt anymore. The doodads and other... things don't help either. The clothing behind the glass walls of shops are strange and undeniably unique (women wear trousers here! that's different). A giant clock tower that somehow looks out of place. Not as shiny or odd like the Akarana Corridor, but then again, nothing is as unusual as that place.
With all the 'newness' to it (for lack of a better word), he'd say he's in the future. Not ruling that possibility out, no.
Though what exactly is the Narumi Detective Agency doing here? It cant be the Capital... can it?

So there's a purple-haired lady in white armor, with a green and white striped scarf wrapped around her neck to help fend off the cold. She's fiddling with a watch, frowning slightly at the radar data she's getting, and quite plainly getting a little frustrated. This isn't nearly well integrated enough with her own systems. It's not using her preferred units of measurement. It's annoying. But then she gets a ping that can't be ignored, and she stops, jolts, and turns her head in Nagisa's direction.]

For a moment, she can feel the void where her brother's presence used to be. Empty and hollow, the feeling stayed with her even after she saw that strange dream and remembering one word very clearly in her mind.

A young "man" can be seen stepping out of the river, wet and seemingly not troubled by the cold. Whoever was close enough to them, they can see that they're not very pleased about something.

In his months here, the space where Miyako's presence resided had been woefully empty. It ached like a very old wound, one that he couldn't shift no matter what he did, and had been resigned to feel it forever - until now. It felt like he'd been thunderstruck with how abruptly he could feel his sister again, and he stopped right in the middle of the street, clutching at his chest as if he was going to keel over from a heart attack.
He quickly composed himself, however, turning to where he could feel his sister's presence - just as the HORUS detection system beeped at him. A visitor had arrived in the river - his sister, he should...
He quickly strode forwards, all but jogging towards his sister's position - although his swift pace rapidly slowed the closer he got. In his mindless happiness to actually have that void filled, and his sibling with him once more, he had ignored exactly what his sister's presence brought. Now that he was getting closer to her though, he could feel her... oh dear.

Yes, frolicking. There is no other word to describe how she is jumping around in the snow, tossing it about, and laughing to herself with utter joy as if discovering something wonderful for the first time.
However, she is playing in the snow in a light shirt and pants. Hardly the best material for the temperatures of February, let alone for rolling around in the snow. It doesn't seem to bother her though. Maybe she's immune to cold?]

Now, Tsukasa can handle a lot of things. He can handle the end of the world with only a vaguely stunned expression before going about his business. He can handle half-vampire guys teleporting him all over the place, walking upside-down on sideways skyscrapers, stopping time, and telling him that he has to save the multiverse similarly. He can handle masked butterfly men giving him a similar mission without blinking. And, had it been any other season, he probably wouldn't have even cared. But it's the middle of winter, and even Tsukasa has his limits.
Thus, a cry of "What happened to my clothes?!" rings out through the Taurus ward. This being the Taurus ward, no one pays him much mind.
Anyone want to give the poor bastard a coat? Or at least direct him to somewhere warmer than the middle of the street?

Not to Tatsuya Suou. In fact, it looks like quite the opposite was the case. The young man is wandering the city at this point, head down, one hand shoved in his pocket, the other dragging a long, two handed katana behind him, dragging it so low that it's touching the snow. A faint, black trail of goop trails behind it.
Snow. It's cool out.

[ Takashi tries to get information out of it, but in true SMT demon fashion, it turns to him and stares for a moment (it doesn't really get too many humans talking to it, after all), and then the taotie opens its mouth, clopping forward a step or two. ]

w - what? [ The boy starts to protest, but the demon seems to have already decided to have a snack, and it lunges at him. Natsume takes off running and doesn't stop even once he reaches the lovely greenery (albeit somewhat brownish with winter) of the Gemini district, as the fluffy demon is close on his tail.

*What ensued was a rather bird-like screep, loud, a confusion of huge black feathered wings, limbs, the dark blue quilted cloak-thing the birdish person was wearing, and then the Tao Tie, to top it all off.*
*There's another screep from the bird-person, though with their human-sounding voice overlaid on it, and the next thing anyone knows, the demon's been launched up into the air a good twenty feet or so, sent flying hard enough that it probably won't want to get back up again right away, after it lands. The why is quickly clear; the blue person's pulling their long foot back to themselves, having kicked the demon away. With a long leg like that, the force was probably not too different from the kick of a grasshopper or something, though adjusted for size.*
*And they're holding their hand, too; the sheep-like demon had tried biting, in the scuffle... and now, dark red blood was already showing itself, dripping from the hidden wound. Feathers floofed, breathing hard, eyes wide, the burd looks between where the thud of the demon's impact came from, and the human that was arguably responsible for that tangle.*

[She leans back, clutching the bundle on her lap, her gaze unfocused as it rests on the blinking, flashing lights of what looks like an arcade. This was supposed to be a dream. She definitely remembered going to bed, and dreaming about a man with butterflies was hardly out of the ordinary for her. Naturally she had agreed to his conditions -- the best kind of dreams were the ones where she embarked on a heroic adventure -- but she hadn't expected the dream to be anything more than that.]
[All the evidence is laid out before her, stating clearly that she is not dreaming. Her sore feet and grumbling stomach are proof enough, despite the strange and unfamiliar city and technological gadgets. But how was she supposed to know she'd be leaving her home behind? How was she going to get back? Orihime inclined her head, resting a lightly closed fist against her mouth.]

[She's pretty sure she did. But then again, if she really were called here, and if what that man had said was true, then she was needed. That's not something she's used to, and there's a part of her that wants to explore that facet. He cuts his habitual path through the city streets as he usually does, hands in his pockets, leaning ever-so-slightly forward. It would be a lie to say he doesn't notice the girl sitting alone on the bench. It would also be a lie to say he that he doesn't notice that she looks tired and out of it—one of those looks that would at least warrant a momentary seconds' long flash of concern—but her being that way could be for a hell of a lot of reasons, none of which are any of his business, and is something he doesn't need to interfere with. People manage. So he says nothing, as he starts to walk into her line of vision, threatening to walk past if given another few seconds. He does spare her a quick glance though. But a quick one is all it is. He doubts she'll notice anyway.]
